place to pattern a gun?

Got a question for ya'll.  I'm looking for a place to pattern my shotgun this spring.  When i lived out in SD i'd just go shoot it in the backyard, now that i live in Minneapolis that is no longer an option [;)].  I'd rather not have to pay range fees (up to 30$ for a half hour is what I've seen) so i was wondering if it is legal to do this on public land?  Either a WMA or state forest land?  Gimme a shout if you have an idea, thanks!
