I think it's because salt only tends to leach the moisture out but doesn't do anything to reduce the remaining fat and tissue. I use Borax as well, works much better. Also remove absolutely as much meat tissue as you can. There is a fatty like yellow colored membrane that holds all the quills together, you'll know it when you get there.
After mine have completely dried, I put a thin layer of epoxy (JB Weld works good) over the quill ends where they all meet. Prevents a lot of unpleasant things from happening including odors, infestation of insects or oil stains on your walls.
Have fun with it. Tail mounts are a rewarding way to remind yourself of successful hunts.
