Got skunked

Got my 2 birds in Ohio and decided to go to W.Va. the last two weeks of there season. Heard birds every day but one as it was raining a little. Got close many times and had my finger on the safety but not off. They would gobble for a hour but not come in. Had one come in silent, but seen me the same time I saw him and had my gun down. I was hunting on pubic land ( chief cornstalk) and talk to a few hunters and they said after the first week they are tough. Has anybody hunted there and had any luck.
