Mi hunting applications, rules and regs are clear as mud.
You got that right. The Dept. of Rules, Regulations and Restrictions is all over it. I'm fairly sure it's intentional to limit the harvest.
I recently attended a seminar conducted by Al Stewart, the Michigan DNR head turkey biologist. He revealed that the MI turkey hunter success rate last year was 38%, the highest in the country and way above the national average of 20%. Part of the reason is that MI turkey numbers are at an all time high and should level off in a few years, but harvesting at that continued rate would cause a problem in just a few years. Hence the mud.
