I walk over and stand on his neck. I stand so that the bird can't spur me. I take my closest foot to the birds body and stand on his neck with all my weight. The rest of my body and other foot is above his head. No matter what he tries he can't spur me.  As far as the second question, I search as soon as I can. I don't wait.

I am still in the run to the downed bird category.  While I agree, running with a loaded gun is not safe, military personnel do it all the time.  I run to the bird and place my Rocky boot right on his skull and apply steady pressure until the flopping stops.  I have read too many stories about birds regaining their feet and running or flying off.  One story told of a hunter that carried his bird to the management area check-in station and the bird flew off when the surprised hunter open the trunk of the car to show the Ranger.

Smash his skull and that won't happen.  In this day of $3 shotshells, I'm not wasting another shell.
