In your pic looks like the toe is completely gone and healed over. Not sure what goes on in SC but a good possibility is, she got caught in a leg trap, one set for fox etc. When I used to trap it was quite common to find birds in a trap.
What works for me may not work for you and what works today may not work tomorrow
